ASSET MANAGER I
Under the direction of the supervising Asset Manager, the Asset Manager I is
responsible for advancing owner objectives in the rental housing portfolio in terms of long-term financial and physical well-being, achievement of social goals, and effective investor/lender contract administration.
KEY RESPONSIBILTIES
Financial Well-Being:
- Propose solutions to structural deficits and propose disposition of annual surplus/deficits
- Establish financial performance monitoring methods and standards
- Monitor, and participate in development of financial performance standards of assigned portfolio
- Monitor the current and long-term financial status of TNDC projects by reviewing budget variance reports and audited financial statements, and by preparing long-term operating cash flow projections
- Advise annual operating budget writing process conducted by Property Management
- Review operating budget drafts
- Monitor vacancy and delinquency losses; engage in problem-solving
- discussions with Property Management.
- Handle property tax related matters including valuations and exemptions, challenges to Board of Equalization findings, initial exemption filings, and annual exemption filings
Physical Well-Being:
- Monitor physical condition of TNDC properties through review of Facilities Management reports
- Monitor and advise Property Management capital budget writing process; review draft capital budgets
- Prepare Capital Needs Assessments/remaining life analyses for the portfolio properties
- Evaluate and advise maintenance and preventative maintenance management systems
- Approve individual capital improvement proposals
Investor/Lender Contract Administration:
- Financial contract administration after initial and final loan closings, including annual contract rent increases, loan renewals, limited partner buyouts and other end of contract matters
- Develop summaries of financing agreement summaries; develop most restrictive analyses of over-lapping
- regulatory restrictions and requirements
- Monitor income and rent regulatory compliance through reports by Property Management
- Coordinate, review and prepare periodic reports to public agencies, lenders, investors, and partners on a timely basis
Responsibilities Furthering Multiple Owner Goals:
- Ensure that Owner’s main objectives are adequately expressed in Property Management policies and procedures
- Work with Property Management staff to create initial operating budgets for projects in development to shape financially feasible projects. Make input to Housing Development Department project designs to achieve Asset Management goals of long-term financial stability, cost efficiency and well-maintained physical plant
- Evaluate draft management plans, management agreements and other property management contracts with respect to accomplishment of owner’s asset management goals, and recommend executive approval
- Perform other related duties as assigned
MINIMUM REQUIREMENTS

Four-year college degree.
- Three years experience in: asset management; residential or commercial property management; financial management; housing development; full-charge accounting; internal auditing; or contract administration; or advanced degree in related academic field.
- Intermediate knowledge of MS Word and MS Excel.
- Two years of experience in quantitative analysis.
PREFERRED QUALIFICATIONS

Graduate degree and/or additional property management experience
- Familiarity and effectiveness with fiscal, physical/maintenance, regulatory, and tenant relations aspects of property management
- Knowledge of property management software, List Manager software, or accounting software
- Training or experience in HUD and Tax Credit programs
- Broker’s license
- CPM, NAHP, CHAM or other certification related to housing development, property or asset management
- Second language capacity

- Ability to exercise independent judgment appropriate to the position

LANGUAGE AND COMMUNICATION ABILITY REQUIRED:
- English language fluency
- Ability to comprehend and correctly use informational documents including budgets, financial reports, occupancy reports, bids, contracts and meeting minutes
- Ability to prepare policies, procedures, compliance reports, investor/owner reports and correspondence conforming to standard rules of punctuation, grammar, diction and style
- Ability to comprehend publications and manuals including HUD and tax credit manuals, industry publications and legal documents
- Ability to communicate effectively with coworkers and staff at all levels, residents, government officials, both verbally and in writing
- Ability to keep abreast of changes in policy, methods, operations, etc. as they apply to property and asset management operations and activities
