Compliance Manager

THE POSITION

Under the direct supervision of the Operations Manager – Property Management, the Compliance Manager is responsible for the development and implementation of policies and practices relevant to compliance with Tax Credit, HUD, certification, and lender specifications. The Compliance Manager is responsible for filling vacancies at all TNDC buildings and ensuring that master leases are filled within specific deadlines. The Compliance Manager supervises the Compliance Specialist.

ESSENTIAL DUTIES

  1. Directly trains and supervises the Compliance Specialist..
  2. Develops and documents TNDC policies and procedures regarding tax credit and HUD certification that are compliant with all tax credit and HUD guidelines.
  3. Coordinates with Housing Development on issues related to tenant occupancy.
  4. Audits tenant files to insure that certification is compliant. Document and report findings
  5. Coordinates with General Managers to insure that tenant files’ audit findings have been corrected in a timely manner and files are compliant.
  6. Regularly advised building staff on issues related to occupancy and compliance.
  7. Oversees lease-up of newly constructed and/or newly renovated properties.
  8. 8. Supervises and manages the certification/re-certification process for TNDC properties.
  9. Manages the compliance with all Fair Housing laws and remains current on fair housing requirements.
  10. Acts as an information resource for the organization with respect to compliance and occupancy matters.
  11. Oversees the development and maintenance of the department’s Unwelcome Guest List.
  12. Responsible for the timely and accurate completion of the Occupancy Status Report and Vacancy Report.
  13. Oversees timely rental of vacant units across the TNDC portfolio of buildings.
  14. Ensures that all the correct forms and proper procedures are used for subsidy programs, Housing Authority compliance, and low-income housing credit compliance.
  15. Responsible for the accurate and up to date information of the resource and referral lists.
  16. Responsible for remaining current on tax credit, HUD, Section 8 and occupancy requirements.(attends trainings and workshops)
  17. Participates in the rent up and lease up of the TNDC properties.
  18. Other duties as assigned.

REQUIRED SKILLS

  • Advanced knowledge of Microsoft Office (Word, Excel, Outlook)
  • Knowledge and ability to learn computer-based programs as they relate to the position.

MINIMUM QUALIFICATIONS

  • Bachelors Degree and/or 3-5 years of experience in the Property Management field.
  • Three to five years administrative office experience.
  • Experience in working with low-income communities.
  • Computer literate with advanced knowledge of Microsoft Office (Word, Excel, Outlook).

PREFERRED QUALIFICATIONS

  • Experience in the field of Property Management.
  • Knowledge of Section 8 eligibility and housing quality standards.
  • Certified Occupancy Manager (COS) certificate.
  • Tax Credit Specialist (TCS) certificate.
  • Bilingual or second language ability in Spanish, Vietnamese, or Cantonese.
  • Knowledge of OneSite property management software or comparable property management software.

    Note: Must be willing and able to obtain Certified Occupancy Specialist (COS) certificate within 6 months from the date of hire.

SALARY
$47,500 – $55,000 D.O.E. plus excellent benefits package.
