Maurilio León

Maurilio León

Chief Executive Officer

As the Chief Executive Officer at TNDC, Maurilio leads the organization toward its vision of building community well-being through affordable housing, food and wellness opportunities, and community advocacy.  

Maurilio has a combination of public and private sector professional experience, including over a decade working in the nonprofit sector for affordable housing, and community and economic development.

Most recently he served as Chief Operating Officer of Community Housing Opportunities Corporation (CHOC), an affordable housing and community development organization. Prior this role at CHOC, Maurilio was the Executive Vice President of the Unity Council, a nationally recognized nonprofit corporation known for its innovative and successful approaches to community development. Maurilio also worked extensively in the financial industry and local government with entities like the City and County of San Francisco, Office of The Assessor-Recorder, Federal Reserve Bank of San Francisco, Goldman Sachs, Providian Financial Corporation, and JP Morgan Chase (formerly Washington Mutual).

Maurilio grew up in a migrant farmworker family and benefited from several programs like Migrate Education and the federal TRIO programs. He is an avid supporter of creating opportunities for individuals and working families. With a mission-driven mindset and lived experience, he is committed to fostering a transparent, compassionate TNDC culture rooted in cultural humility and racial equity.

He received a Master’s degree in Public Policy from Harvard University, John F. School of Government and a Bachelor’s degree in Political Science and Education from the University of California, Berkeley.

Katie Lamont

Katie Lamont

Chief Operating Officer

Katie began serving as TNDC’s Chief Operating Officer in April 2022, following ten years as Director and then Senior Director of Housing Development. In her new role, she serves as a bridge between disciplines guiding TNDC to deliver communities that meet the needs of tenants, program participants, site staff, and partners.

With a strong commitment to equity, inclusion, and shared leadership, Katie works with TNDC staff and partners to develop strategies, influence policies, and implement solutions that grow housing stability, enhance wellness, and amplify the voices of San Franciscans living on limited incomes.

In her previous position leading Housing Development, she built a team of 18 people by cultivating a collaborative culture and investing in professional development. Together this team attracted resources to steward existing and newly construct nearly 1,700 homes in 15 buildings.

Prior to joining TNDC, Katie worked at the Los Angeles Community Design Center (now called Abode Communities) for four years and Eden Housing for nine, growing from intern to an Associate Director responsible for business development and half the development pipeline.

She began her career working in fair housing at Housing Opportunities Project for Excellence in Miami, Florida. Katie has a Master’s degree in Urban Planning from the University of California, Los Angeles and a Bachelor’s degree in American Civilization from Brown University.  She is also a graduate of the NeighborWorks Achieving Excellence Program and serves on the board of the Non-Profit Housing Association of Northern California.

Diane Heffner

Chief People Officer

Diane joined TNDC in November of 2020 as the Chief People Officer. As a Senior Level executive with over 18 years of progressive HR Operations experience, Diane specializes in leading, implementing, and achieving transformative change, mitigating risks of employment-related litigation, and building “Best in Class organizations.

Prior to joining TNDC, Diane was the Vice President of Human Resources and Administration for the Chicago Urban League. Diane has also led District and Regional level teams for three of the largest retailers in the country; Walmart, Sam’s Club, and the Home Depot. During her tenure she successfully managed high-performing diverse teams throughout multi-unit locations with volumes up to 800 million in annual sales.

Diane is a spirited, progressive leader with demonstrated abilities to problem-solve, motivate teams to deliver measurable results, and empower them to propel forward. Diane’s decisions are guided by her core values of Integrity, Humility, Passion and Hope. It's under these values that she has led in fostering a world-class employee experience throughout her career.   

Evelyn Catalan

Senior Director of Property Operations

Evelyn joined TNDC in September 2019 as Senior Director of Property Operations. Her responsibilities include the oversight of the property management portfolio where she is responsible for assessing, enhancing, and maintaining stable operations amid significant growth. Prior to joining TNDC, Evelyn was a Director of Property Operations/Director of Compliance at MidPen Housing Management where she held various positions in the Property Management division. Evelyn started her career in property management in 1988 and has worked managing non-profit communities since. She initiated her career at Housing Development & Neighbourhood Preservation Corporation, a nonprofit housing development corporation in San Francisco and then at the John Stewart Company as a Property Supervisor for the TODCO portfolio. Evelyn holds a Bachelor's degree in Business Administration with a concentration in International Management from Golden Gate University. She has served on the Association of Housing Management Agents for Northern California and Hawaii and is currently board President.

Wendy Chan

Wendy Chan

Senior Director of Finance

Wendy joined TNDC in 2000 and serves as Senior Director of Finance.  She is responsible all aspects of TNDC’s corporate, property management and real estate development accounting, overseeing a staff of 10.  With total assets of $1 billion and annual revenue of $80 million, TNDC’s accounting department manages the annual audits of the financial statements of 35 related entities in addition to TNDC. 

Prior to joining TNDC, she was a Director of Finance at Community Housing Partnership in San Francisco and Controller at Jubilee West, a nonprofit low-income housing corporation in West Oakland. Wendy started her career in real estate finance and accounting in 1988, holding a Bachelor’s degree in Business Administration and Accounting from Portland State University.

Erin Mascaro

Senior Director of Human Resources

Erin joined TNDC in 2013 and currently holds the position of Director of Human Resources.  Prior to joining TNDC, Erin was the Human Resources Manager for ETIC, an environmental consulting firm. Before ETIC, Erin held several Human Resources Specialist positions at Bay Area News Group and Environmental Resources Management.  Erin earned a Bachelor’s degree in Management with a concentration in Human Resources Management from Golden Gate University.

Yvette Robinson

Senior Director of Tenant & Community Services

Yvette Robison is the Senior Director of Tenant & Community Services. She joined TNDC in 1991 as the Director of Co-Op Development and was promoted to Director of Tenant Services shortly after. She has over 20 years of wide-ranging experiences in program and community development, including designing and managing  programs for children, youth, families, seniors, and single adults living in communities of color with low-incomes. She has a Bachelor’s degree in Social Welfare and Visual Arts from Antioch College.

Chris Cummings

Chris Cummings

Interim Director of Housing Development

Chris began his role as Interim Director of Housing Development in April 2022, previously having worked at TNDC in a Project Manager role and most recently as Associate Director of Housing Development. As a Project Manager, Chris worked on both new construction and acquisition/rehab projects, delivering over 300 units of housing to San Francisco.

Chris is deeply passionate about affordable housing development, and more specifically, in preservation strategies for TNDC’s existing building portfolio and in the context of acquiring existing rent-controlled properties to preserve as affordable in perpetuity. As Associate Director of Housing Development, Chris led the development and execution of TNDC’s 2018 Portfolio Recapitalization Plan, a comprehensive five-year plan which included the rehabilitation of over 250 units of existing TNDC housing. Chris also developed and currently leads TNDC’s Acquisitions Strategy Group, a multi-department team which focuses its efforts on identifying TNDC’s priorities for new acquisitions and appropriate opportunities that meet community needs and TNDC’s overall mission, race-equity framework, and Theory of Change.

Chris began his career in affordable housing at Recap Real Estate Advisors in Boston, MA, working on capital needs assessments, energy retrofit plans, and recapitalization strategies for existing affordable housing properties. Chris holds a Master’s degree in City Planning from the University of Pennsylvania and a Bachelor’s degree in Architectural Studies and Spanish from the College of the Holy Cross in Worcester, MA.

Val Langmuir

Director of Information Technology

Val joined TNDC in May of 2018. As IT Director, Val is responsible for managing IT service delivery and technical vision across the organization. Val came to TNDC with many years of experience as an IT technical lead in the nonprofit and commercial sectors. Born in the Bay Area and educated in the United Kingdom, Val holds a Bachelor’s degree in Mathematics from Imperial College, London.

Todd LeFurge

Director of Asset Management

Todd joined TNDC in March 2001. As the Director of Asset Management, he is responsible for defining and expressing owner goals for TNDC’s rental real estate portfolio.  Asset Management prepares property-specific asset management plans from analysis of problems and opportunities, proposes major investments and portfolio investment priorities, and executes plans such as re-financings and partner exits. The department is also responsible for managing surplus, fees, insurance and risk, property tax, audited financial statement review and property watchlisting. Todd has a Bachelor’s degree in Philosophy from Grinnell College.
 

Gordon Leung

Director of Property Operations

Gordon joined TNDC in December 2021 as Director of Property Operations. He is responsible for overseeing daily operations across TNDC’s property portfolio. Prior to joining TNDC, Gordon was the Director of Property Management with Chinatown Community Development Center in San Francisco. Gordon started his career in property management in 2006 and continued to grow his career in several nonprofit organizations. Gordon holds a Bachelor’s degree in Managerial Economics from University of California, Davis and a Master’s degree in Business Administration from Golden Gate University.

Director of Fund Development

Enrique joins TNDC with a diverse background of more than 25 years in the areas of Fund Development and sales to benefit nonprofit and corporate enterprises. He has deep experience, most recently at The Salvation Army, in key areas of fundraising including Individuals, Foundations, Corporations, Events, and Government, having secured multiple million-dollar donations and municipal contracts, and deepened partnerships with groups like Google, Kaiser Permanente, Golden State Warriors, and the City and County of San Francisco.  Enrique is a native San Franciscan, who grew up in the Mission District, and currently resides in the Noe Valley Neighborhood with his family. In addition, he is fluent in Spanish and has a Bachelor’s degree in Marketing and Master of Business Administration (MBA) in Business Management.  

Mark Puchalski

Director of Facilities

Mark joined TNDC in May of 2020 as Director of Facilities. Mark is a certified Systems Maintenance Administrator and has over 30 years of experience in facilities operations, management, and maintenance. Mark is a proven leader and has created and implemented facilities and sustainability programs within the semiconductor, software, government, education, transportation, and commercial real estate sectors.

In 2018 Mark decided he would bring his vast skill set to the world of nonprofit housing to do his part to help curb the growing housing crisis plaguing our communities.

Alec Raffin

Alec Raffin

Director of Operations

Alec joined TNDC in March 2020 as Director of Operations. He is responsible for directing organization-wide operational effectiveness projects and overseeing the team responsible for supporting the organization’s business infrastructure. With over 20 years of experience in the nonprofit sector, his work has focused on generating positive social impact by creating and sustaining programmatic, fiscal, and operational effectiveness initiatives. He was the founding Executive Director of Mpower, a Colorado-based nonprofit organization, and ran Streetside Stories, a San Francisco-based nonprofit that cultivated the voices of young people by teaching them how to write, illustrate, and share stories that honor their personal experiences. Most recently Alec served as a Senior Advisor for Fiscal Management Associates, a nation-wide consulting firm that helps nonprofit organizations strengthen their operational and fiscal capacity to effectively meet their missions. Alec is a San Francisco Bay Area native and holds a Bachelor's degree in Anthropology from the University of California, Berkeley.

Delene Rankin

Director of Supportive Housing Services

Delene joined the TNDC team in 2000. Born and raised in Brockton, Massachusetts, Delene holds a Bachelor's degree in Political Science from University of Massachusetts Amherst and a Certificate in African Studies from the Five Colleges Consortium. After graduating, Delene joined the Peace Corps serving as an health educator in Nigeria for two years. After the Peace Corps she earned a Master’s degree in Social Work from the Tulane University School of Social Work and a Master’s degree in Public Health from Tulane University School of Public Health and Tropical Medicine. Delene began her career in social work as a family worker in a residential facility for teens focusing on family reunification. Before joining TNDC she spent four years as a medical social worker at an HIV/AIDS clinic in New Orleans. 

Colleen Rivecca

Director of Community Organizing, Policy & Planning

Colleen joined TNDC in 2018 as the Senior Community Organizing Manager and is now Director of Community Organizing, Policy & Planning. Since 2005, Colleen has worked with the Tenderloin community to address issues related to homelessness, hunger, health, and access to public benefits. After receiving her Bachelor's degree in Social Work with departmental honors from Grand Valley State University in Grand Rapids, Michigan, she studied Social Work with a concentration on Community Organizing at City University of New York, Hunter College School of Social Work.

Tom Walsh

Tom Walsh

Director of Risk Management

Tom joined TNDC in November of 2021 as Director of Risk Management. Tom’s 30 years of experiences include risk management, safety, security, environmental, and emergency response services. This includes emergency medicine, firefighting, and hazardous materials emergency response work. He has 20 years of experience in heavy civil construction and surface mining. His past experience includes working for Butterball of ConAgra Foods, Stanislaus County, Sully-Miller Contracting Company of Colas USA, and Shimmick Construction Company of AECOM.

He received a Bachelor’s degree in Biochemistry from California Polytechnic State University, San Luis Obispo and has certificates in Environmental Sciences from the University of California, Davis. Tom has completed additional studies in Fire Sciences from the Office of the State Fire Marshal, California and Modesto Junior College.  He is an Occupational Safety and Health Administration (OSHA) certified Outreach Instructor for General Industry and Construction.
