Biography

Alice Talcott is an expert in the financing and structuring of affordable rental housing and has been an advocate and leading voice for non-profit developers on statewide housing finance issues. During her time as a developer and financing consultant, she led the financing for over13,000 affordable homes in California. In the process, she successfully pushed public and private partners for improvements to their programs and policies while also training and mentoring many throughout the industry.

Alice recently retired from MidPen Housing, where she served as Senior Vice President of
Housing Finance from 2014-2025. During her tenure, she led the team in the funding of 53
affordable housing projects totaling $2.6 billion in developments costs, including securing and closing $1.3B of tax credit equity and approving all deal underwriting to ensure long term financial health of the portfolio. She also directed MidPen’s financing regulatory advocacy efforts, where she organized and led coalitions to improve state public finance policy.

Prior to joining MidPen, Alice worked for 14 years at Community Economics, where she
assisted non-profit developers throughout the state in the financing of affordable housing. Her experience also includes six years at the Mayor’s Office of Housing in San Francisco.
Alice was an active participant on the Board of Governors for the California Housing
Consortium (CHC) and the board of the Non-Profit Housing Association of Northern California (NPH), representing NPH on multiple statewide CDLAC and TCAC task forces. In 2024, she received the Catherine A. Bauer Lifetime Achievement Award from NPH, and the Lifetime Achievement Award from CHC.

Since retiring from full time work in 2025, she has co-taught a class on affordable housing
development at the UC Berkeley Department of City of Regional Planning and served on several statewide housing working groups.
