SAN FRANCISCO — The city of San Francisco spends $160 million a year trying to keep the homeless off the streets. Now, there’s a major effort underway involving more than a dozen city agencies to do more at a lower cost. Repeated visits to the emergency room by chronically homeless people cost the city millions. There is huge effort underway in San Francisco to change that thanks to a partnership between the Mayor’s Office of Housing, the Department of Public Health and a dozen other agencies.
